Rules for authors

PUBLISHING AGREEMENT

 The terms and conditions of this Agreement (hereinafter referred to as the “Agreement”) constitute a public offer pursuant to Paragraph 2 of Article 437 of the Civil Code of the Russian Federation. This Agreement governs the relationship between the Editorial Board of the journal Pediatric surgery and intensive care. Bairov Journal (hereinafter referred to as the “Journal”), registered with the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) under Registration Certificate No. ПИ №  ФС 77-90547 dated December 16, 2025, hereinafter referred to as the “Editorial Office,” which is a structural subdivision of Saint Petersburg State Pediatric Medical University of the Ministry of Health of the Russian Federation, and the author and/or group of authors (or other copyright holder), hereinafter referred to as the “Author,” who has accepted the public offer to enter into this Agreement.

The Author submits the original manuscript or manuscript to the Editorial Office for publication. The submitted manuscript must comply with the requirements set forth in the “Instructions for Authors”. In reviewing submitted manuscripts, the Journal follows the Uniform Requirements for Manuscripts Submitted to Biomedical Journals (International Committee of Medical Journal Editors. Uniform Requirements for Manuscripts Submitted to Biomedical Journals. Ann Intern Med. 1997;126:36–47).

Publication is possible only after a favorable peer-review decision has been received.

All articles, including articles by postgraduate and doctoral students, are published free of charge.

Articles published in the Journal are distributed under the Creative Commons Attribution 4.0 International License (CC BY 4.0). Users are permitted to copy and redistribute the article in any medium or format for any purpose and to adapt the material (remix, transform, and build upon it), provided that the following conditions are met: appropriate attribution to the original publication in the journal and an indication of any changes made to the material (in the case of adaptation).

Submission of Manuscripts to the Journal

The Editorial Board accepts original manuscripts for consideration. The manuscript, signed by the Author, should be submitted to the Editorial Office by svarich61@mail.ru (with a note for the journal “Pediatric surgery and intensive care. Bairov Journal”, det_hirurgia@mail.ru, and also via the journal website: https://bairovj.ru/.

The Author must submit the final version of the manuscript and name the file using the surname of the first author followed by the first 2–3 abbreviated words of the article title.

Information regarding manuscript formatting requirements is provided in the “Instructions for Authors.”

Accompanying Documents

The original manuscript must be accompanied by an expert opinion on the possibility of publication in the open press (the form can be downloaded from the website: https://gpmu.org/userfiles/file/journals/Blank%20ekspertnogo%20zaklyucheniya.docx).

A manuscript is considered to have been received by the Editorial Office if it is submitted as a complete set of documents and prepared in accordance with the requirements described above. Preliminary consideration of a manuscript not commissioned by the Editorial Office does not constitute the conclusion of a Publishing Agreement between the parties.

When submitting a manuscript to the Journal, the Authors are responsible for disclosing any financial or other conflicts of interest that could influence their work. The manuscript must identify all individuals and organizations that provided financial support (in the form of grants, equipment, medications, or any combination thereof), as well as any other financial or personal involvement.

Copyright

The Editorial Board selects, prepares for publication, and publishes materials submitted by the Authors. Copyright in a particular article belongs to the authors of the article. No author’s fee is paid for articles published in the Journal.

The Author grants, and the Editorial Board accepts, the author’s materials under the following terms:

1) The Editorial Board is granted the right to format, publish, and distribute the Journal containing the Author’s published material for the purposes of abstracting articles from the Journal in the All-Russian Institute of Scientific and Technical Information Abstract Journal, the Russian National Information Centre (RNIC), and databases; to distribute the Journal and/or the author’s materials in print and electronic publications, including posting them on websites selected or created by the Editorial Board on the Internet, in order to provide any interested person with interactive access to the publication from any place and at any time; and to distribute the Journal containing the Author’s published material by subscription.

2) The territory in which the author’s material may be used shall be the Russian Federation and the Internet.

3) The term of the Agreement is 5 years. Upon expiration of this period, the Editorial Board retains, and the Author confirms, the Editorial Board’s perpetual right to continue making the author’s material available on the Internet.

4) The Editorial Board shall have the right, at its own discretion and without obtaining the Author’s consent, to enter into contracts and agreements with third parties aimed at taking additional measures to protect copyright and publishing rights.

5) The Author guarantees that the use by the Editorial Board of the author’s material provided under this Agreement shall not infringe the rights of any third parties.

6) The Author retains the right to use the author’s material provided under this Agreement independently and to transfer rights to such material to third parties under an agreement, provided that this does not conflict with the terms of this Agreement.

7) The Editorial Board shall provide the Author, free of charge, with the opportunity to obtain a certificate containing the electronic addresses of the Author’s official publication on the Internet.

8) When reprinting the article or any part thereof, a reference to its first publication in the Journal is mandatory.

Procedure for Concluding the Agreement and Amending Its Terms

The Agreement shall be deemed concluded by the Editorial Board upon publication of the Author’s manuscript in the journal Pediatric surgery and intensive care. Bairov Journal and the posting of its full text on the Internet.

The Agreement shall be deemed concluded by the Author, i.e., the Author’s full and unconditional acceptance of the terms of the Agreement, upon the Author’s submission of the manuscript and the expert opinion.

 INSTRUCTIONS FOR AUTHORS

General Provisions

The journal Pediatric surgery and intensive care. Bairov Journal (hereinafter referred to as the “Journal”) is committed to ensuring the highest possible quality of the scientific materials it publishes. The Journal publishes original research that has not been previously published and falls within the scope of the Journal. The Journal does not consider manuscripts whose results have already been published, in whole or in substantial part, or described in articles submitted or accepted for publication in other print or electronic media.

When submitting an article, the Author must inform the Editorial Board of all other submissions of the article for publication and of any previous publications that may be considered multiple or duplicate publications of the same or substantially similar work. The Author must notify the Editorial Board whether the manuscript contains previously published material and provide references to the relevant previous publications, enabling the Editorial Board to determine how to proceed in such cases.

In its work, the Editorial Board strictly adheres to the principles of publication ethics set forth in the recommendations of the International Committee of Medical Journal Editors (ICMJE) and the Committee on Publication Ethics (COPE). Manuscripts representing individual stages of incomplete studies, as well as manuscripts that violate the “Rules and Regulations for the Humane Treatment of Research Bioobjects”, will not be accepted for publication.

Authors must comply with the requirements of the Declaration of Helsinki of the World Medical Association (WMA). Researchers are responsible for the publication and dissemination of the results of their research activities, must observe generally accepted ethical standards in scientific reporting, and must disclose the organization that funded the study, the location where the study was conducted, and any potential conflicts of interest.

All articles, including articles by postgraduate and doctoral students, are published free of charge.

Manuscripts that do not comply with these Instructions may not be considered by the Editorial Board, may not be sent for peer review, and will be returned to the Authors with the note: “The manuscript does not comply with the Journal’s Instructions for Authors.”

The manuscript, signed by the Author, should be submitted to the Editorial Office by svarich61@mail.ru (with a note for the journal “Pediatric surgery and intensive care. Bairov Journal”, det_hirurgia@mail.ru, and also via the journal website: https://bairovj.ru/.

Each manuscript must be accompanied by an Expert Opinion (EO) file. For Authors affiliated with Saint Petersburg State Pediatric Medical University (SPb SPMU), the EO may be signed only by the Authors of the article; an institutional seal is not required. For Authors from other institutions, the EO must be completed in full, including the required institutional seals (the institution’s official round seal) and signatures of the heads and relevant committees of the institution.

The completed, signed, and officially sealed EO form intended for online submission must first be scanned or photographed.

Plagiarism and Secondary Publications

The use of unethical appropriation and the misappropriation of research results that do not belong to the Authors of the submitted manuscript are unacceptable.

The originality of an article can be checked using the following services: Antiplagiat (for Russian-language texts) and Plagiarism.org (for English-language texts).

The Editorial Board reserves the right to check submitted manuscripts for plagiarism.

In accordance with the requirements applicable to scientific works and publications in journals indexed in Scopus, the originality rate should exceed 85%. For review articles, a lower originality rate is acceptable: 70% is considered normal for a review, while the total proportion of borrowed material must not exceed 10%.

Manuscripts that have already been published in other publications or submitted to other publications must not be submitted to the Journal.

If an article has been prepared with the use of artificial intelligence, this must be disclosed at the end of the article in the “Additional Information” section.

Peer Review

All manuscripts submitted to the Editorial Board undergo double-blind peer review by two independent experts who are not informed of the Author’s identity or affiliation.

If reviewers raise questions or concerns, the manuscript is returned to the Author together with their comments. The identities of the reviewers are not disclosed.

If the reviewers’ recommendations differ, the Editorial Board may send the manuscript to a third reviewer or make the decision independently.

The Editor-in-Chief makes the final decision regarding publication.

The date of receipt of the manuscript is the date on which the Editorial Board receives the final version of the article.

The peer-review period ranges from 3–5 weeks to 3 months. The review period may be extended depending on the quality and length of the manuscript.

Publication is permitted only after positive peer-review reports have been received.

 Manuscript Formatting

The manuscript file must contain the following information in both RUSSIAN and ENGLISH:

Title. The title should be concise (no more than 120 characters) and accurately reflect the content of the article.

Author information (published). For each author, provide: surname, first name and patronymic; academic degree; academic title; position; affiliation; postal address of the affiliation; e-mail; ORCID; and SPIN-code. Authors are advised to transliterate their surnames in the same way as in their previous publications or according to the BSI (British Standards Institution) system; see Translit.ru. The corresponding author should be indicated (e.g., with an asterisk *).

Institutions/Affiliations. The full official name of the institution in Russian must be provided, without abbreviations. After the institution name, separated by commas, indicate the postal code, city, street, building number, and country.

If authors from different institutions contributed to the manuscript, the affiliations must be linked to the corresponding authors by adding superscript numerical indices before the institution names and after the surnames of the respective authors (e.g., A.A. Author¹, B.B. Author¹^, ²). The full official English name of each institution must also be provided. A comprehensive list of institution names and their official English versions is available on the Russian National Public Library for Science and Technology (RUNEB) (https://elibrary.ru/orgs.asp).

Abstract. The Abstract (1,500–2,000 characters, or 200–250 words for original research articles; 100–250 words for reviews and clinical cases) should be placed before the main text of the article.

The Author’s Abstract is the primary source of information about the article in domestic and international information systems and databases indexing the Journal. The Abstract is available on the Pediatric surgery and intensive care. Bairov Journal (https://bairovj.ru/) and is indexed by Internet search engines. The Abstract should clearly convey the essence of the study and indicate whether consulting the full text is necessary to obtain more detailed information of interest to the reader. It should contain only the essential findings of the study. Abbreviations and references to sources are not permitted in the Abstract.

The structure of the Abstract should correspond to the content of the manuscript. The recommended structure for both the Abstract and the article itself is IMRAD: Introduction, Materials and Methods, Results, Discussion, Conclusion. For original research articles, this structure is mandatory.

The methods or methodology should be described in detail when they are novel or are of particular interest in the context of the study.

Keywords. Provide 3–10 keywords or key phrases consisting of 2–4 words, which will facilitate accurate cross-indexing of the article. They should be placed below the Abstract under the heading “Keywords”. Use terms from the Medical Subject Headings list provided in Index Medicus. If an appropriate term for a recently introduced concept is not yet available in the list, select the closest existing term. Keywords should be separated by commas. There is no period at the end.

Tables and figures. Table titles, figure captions, all text within figures, and all text in table cells must be provided in both Russian and English.

Structure of the Main Text of the Article

• The manuscript must be prepared in strict accordance with these Instructions and carefully proofread by the Author. The article may be written either in Russian or in English; publication with a full translation is also possible. If a manuscript contains a significant number of typographical, punctuation, or spelling errors; careless formatting; unexplained abbreviations; missing essential components; missing translations of table titles, figure captions, labels within figures, table text, or other technical formatting defects, the Editorial Board will return the manuscript to the Author for revision. Minor errors may be corrected by the Editorial Board without consultation with the Author. The Editorial Board reserves the right to carry out copyediting and technical editing of manuscripts.
• The article should have the following structure: Introduction, main body, Conclusion, References. For original research articles: Introduction, Objective, Materials and Methods, Results, Discussion, Conclusions, References.
• Manuscript length. A review manuscript should not exceed 25 pages of typeset text (A4), with 1.5 line spacing and 12-point font, including tables, references, figure captions, and the English-language Abstract. Margins should be at least 20 mm. Pages should be numbered consecutively, starting with the title page.

The length of an original research article should not exceed 15 pages; clinical cases — 6 pages; brief communications (Letters to the Editor) — 7 pages; conference reports — 3 pages.

These limits may be exceeded with the prior approval of the Editorial Board.

The manuscript file must be submitted in Microsoft Word format with the extension *.doc, *.docx, *.rtf.

• The Materials and Methods section must include information on the statistical analysis of experimental or clinical data. Statistical methods and the interpretation of statistical findings should be presented in accordance with the SAMPL (Statistical Analyses and Methods in the Published Literature) guidelines. Units of measurement must be reported according to the International System of Units (SI).
• If animals were used as research subjects, the manuscript must state that the Authors ensured their humane treatment. The Materials and Methods section must indicate that the researchers acted in accordance with the “Guidelines for the Care and Use of Laboratory Animals” or with applicable local or national guidelines for the use and care of laboratory animals.
• All patients participating in the study must provide voluntary informed consent for the publication of their medical data.
• Tables and figures must be placed directly within the body of the article. Each table and figure must have a number and title and must be explicitly referred to in the text, either within the sentence (e.g., “...as shown in Fig. 1...”) or at the end of the sentence in parentheses (e.g., “...a moderate positive correlation (r=0.41) was found between maternal and neonatal TSH levels (Fig. 2)”).

Authors should bear in mind that figures may be reproduced in black and white in the printed version of the Journal. The recommended number of figures is no more than 8. A larger number of figures and illustrations must be justified.

Figure captions must explain the meaning of all curves, letters, numbers, symbols, and other conventions used in the figure. All table columns must have headings.

• Figure and table titles should be concise, contain complete information, and be understandable independently of the main text.

Figure captions (Notes) must explain the meaning of all curves, letters, numbers, symbols, and other conventions used. All table columns must have headings. Empty cells are not permitted.

For all figures, tables, and diagrams, the title and the content of all columns/cells, as well as captions and notes inside and below the tables, diagrams, and figures, must be translated into English and placed after the corresponding Russian text.

All graph axes must be labeled. Figures must be clear and legible; arrows and symbols should be used to identify the specific areas that the Author considers important and discusses in the text.

No point should be placed at the end of table and figure titles.

• The same data should not be repeated in the text, figures, and tables. The captions of all figures (tables, photographs) must indicate the source (e.g., figure prepared by the authors, compiled by the authors, results of the authors’ own histological studies) and provide a reference to the original source, except for documents in the public domain.
• Abbreviations should be avoided, except for those in common use. Abbreviations are not permitted in the article title, table and figure titles, or conclusions. All abbreviations used in the text must be given in full at their first mention, followed by the abbreviation in parentheses (e.g., “Along with data on residual organic insufficiency (ROI), which contributes to the development of hyperkinetic syndrome (HKS), the scope of studies on the endogenous nature of this syndrome has been expanded”).
• References should be cited as follows: the author’s name, year of publication, and other bibliographic information should not be mentioned in the text. Instead, a reference to the source should be provided as a number in square brackets (e.g., “Several researchers have reported various impairments of speech functions in children with epilepsy [17, 21, 22].”). References should be numbered consecutively in the order in which they are first cited in the text (1, 2, 3, etc.) and listed accordingly in the reference list at the end of the article.
• Every citation in the text must correspond to an entry in the reference list, and every source listed in the reference list must be cited in the text.
• As an exception, the names of specific authors may be mentioned in the text in the format Initials Surname, along with the year of publication and even the title of the source; however, a reference to the corresponding source in the reference list in square brackets at the end of the sentence remains mandatory (e.g., “In 1892, Erast Hamiltonsky described the third (unpaired) ear in his seminal work On the Discovery of the Third Ear in Humans [34].”). Surnames of foreign authors cited in the manuscript should be given in their original spelling.

• Orders, regulations, methodological letters and other legal acts, patents, utility models, archival documents, newspaper articles, and references to Internet resources (except for electronic scientific journals included in the reference list) should not be included in the reference list and must be provided as footnotes. A footnote is a note placed at the bottom of the page. Footnote markers should be indicated by superscript numbers immediately after the relevant fragment of the main text in which the source is mentioned. Consecutive numbering of footnotes throughout the text is recommended.
• At the end of each article, the contributions of all authors, with a detailed description of each author’s contribution, sources of funding (or a statement that there were none), absence of conflicts of interest, and patient consent for publication must be provided. This information must also be translated into English. When submitting a manuscript to the Journal, the Authors are responsible for disclosing all financial and other conflicts of interest that may have influenced their work. The manuscript must identify all individuals and organizations that provided financial support (in the form of grants, equipment, medications, or any combination thereof), as well as other personal involvement.

Example:

• At the end of the article, information on all authors must be provided, including their academic degree (if applicable), current position, affiliation, e-mail address, ORCID, and e LIBRARY SPIN code.

References

In accordance with the requirements of international citation and indexing systems, the reference list must be provided not only in its original form but also as a separate English-language version (References). All references must be carefully checked and verified. Preference should be given to sources published within the preceding 5 years (this requirement does not apply to a single publication on a particular topic or to unique or archival publications).

For an original research article, it is recommended to include at least 10 and no more than 30 reliable sources. A review article should contain no more than 60 references, at least half of which should be foreign publications. Lectures and other types of materials may include up to 15 references. The reference list must contain at least 5 sources published within the preceding 2 years in periodicals with a high international citation index.

When citing a publication, it is sufficient to list the first six authors, followed by “et al.” for both domestic and foreign sources.

References to unpublished works are not permitted. References in the Journal must be formatted according to the Vancouver style.

Translation and Transliteration

Depending on the specific situation, either transliteration (rendering original non-English words using the Latin alphabet) or translation of non-English bibliographic information into English should be provided in the References.

If the cited article is written in the Latin alphabet (in English, German, Spanish, Italian, Finnish, Danish, or other languages using the Latin alphabet), the reference should be given in the original language of publication. Example (an article in a Norwegian journal written in Norwegian):

If the article is written in a non-Latin script (including Cyrillic, e.g., Russian), an official English translation or transliteration into the Latin alphabet should be provided. For books, transliteration into the Latin alphabet should be used in such cases. The language of publication should be indicated in parentheses at the end of the reference.

A reference in the References may contain both transliterated elements (e.g., authors’ names and journal titles when no registered English-language title exists) and translated elements (e.g., the title of the publication).

Transliteration Standard

The BSI (British Standards Institution, UK) standard is recommended for transliteration. The following resource may be used: BSI transliteration standard.

Authors’ and Editors’ Names

The surnames and initials of all authors in Latin script should be given in the reference exactly as they appear in the original publication, regardless of the transliteration system used in the primary source.

If the authors’ names are not provided in Latin script in official sources (on the journal website or in databases, including e LIBRARY), they should be transliterated independently according to the BSI standard.

Publication Title

If an official English translation or an English-language version of the cited publication title exists, it should be used. Such a version should be searched for on the journal website and in databases, including e LIBRARY and Pub Med.

If the publication title is not available in Latin script in official sources, it should be transliterated into the Latin alphabet according to the BSI standard.

Journal Title

Some non-English scientific journals have, in addition to their title in the original language, an official parallel English-language title. For example, the journal «Сахарный диабет» has the official English title Diabetes Mellitus.

Therefore, in the References, a citation to an article from a Russian-language journal should contain either the transliterated journal title or its official English-language title.

The English-language title of a journal may be taken from the journal’s official website or from the cited article itself. Its presence may also be verified in databases and catalogues such as CAS Source Index, World Cat, Web of Science (ISI), the NLM Catalog, or Pub Med.

If a journal has no official English-language title, its title should be transliterated according to the BSI system in the References. Journal titles should not be translated independently by the author.

Place of Publication

The place of publication in references should always be given in English and in full, without transliteration or abbreviations.

Thus:

Moscow, not Moskva and not M.;

Saint Petersburg, not Sankt Peterburg and not SPb.

Publisher

Unlike the place of publication, the publisher’s name in References should be transliterated only, except in the rare cases where the publisher has an official parallel English-language name.
